Notwithstanding anything contained elsewhere in this Act, a new passport may, even though the term of the earlier passport remains valid, be issued in the following conditions:-
(a) in case a diplomatic or official passport holder submits an application for the ordinary passport,
(b) in case an ordinary passport holder submits an application for the diplomatic or official passport in accordance with the prevailing laws.
